Daylight Savings Time has changed! What about my computer?

You will want to make sure that you have installed the patches from Microsoft.  If you allow your computer to update automatically, you should be okay.   But you still want to verify that your system is updated.
Microsoft has KB article 931836, Click Here that will provide you information about the patch needed as well as links to the patch.  This article also shows you the date and version numbers of the file that controls the Daylight Savings Time function on your Microsoft Windows computer.

Go to the and then find your operating system; here is a sample section:

Microsoft KB Article Clip

Next determine which Service Pack that you are running:  To do this, right click on your icon “My Computer” and then Left Click on Properties.  You will have a system properties page.  The main page tells you what OS you are running as well as Service Pack.  For example, I am running Windows 2003 Server with Service Pack 1.  I am using my server as an example in this article, because it has not been updated.

Look at the list in the article, and find out what file version you should have as well as date and time stamp.  For my Windows 2003 Server with Service Pack 1 I should have a version of 5.2.3790.2876 Dated 06-Feb-2007 Time: 09:17

Now to view what I really have; first you will need to find the tzchange.exe file.  This file is located in C:\windows\system32 (If you named your OS folder different than default, then replace the \windows\ with \your folder name\.

Using Explorer (Tip, to get to Explorer quickly and easily, right click on the Start Button, and left click on Explorer).  Once open navigate to the C:\windows\system32.  Now find the file tzchange.exe.  Right Click on the file, then left Click on Properties.  You will be given a File Properties Page:  See Example below:

Looking at the modified Date, you will find the date and time of your tzchange.exe file.  Next you need to look at the Version Information, so click on that tab:

Between both of these tabs you can see that the date of my file is Jan 31, 2007 with a time of 01:14.  You can also see that the version on the Version Tab shows: 5.2.3790.2872.  So my current tzchange.exe file has not been updated.  So I need to go back to the article referenced at the top of this post and download the correct patch.  Fortunately there are links to the patches within this document.
